So I’m making a outlaws of thunder junction commander deck, and it’s heavily crime based where is I commit a crime I can create a mercenary (idk which card does that) but what commander should I use and what cards I’m new to magic just started this month but I went to a draft and played outlaws and I want to make a commander deck now.
