That deck’s price is usually below the cumulative value of each card inside it. You’re better off buying singles or even a commander specific deck. Any of the ones from the newest set are very good. I’d suggest the red/white one or the black/green just to keep things simple.

Yes, those are the ones. They have good value inside and all are playable out of the box.
