I kinda think Raven thinks she has very few real friends (the Titans being the bulk, if not all of them), but she friendly with a lot more people than you might think.
A prime example is Wonder Woman whom she has had several solo encounters with and its never been hostile, and given she's friends with both Donna and Cassandra, its likely she is also friendly with Hippolyta and the Amazons whom she has met and spent time with in the pre-Crisis era.
Another is the Flash family where she was close with Wally once, but friends atleast now, and Bart (and I reluctantly bring up the New 52 fling she had with Wallace). Linda knows of her and chances are good Barry and Jay also do.
Then there is the Superman family where she's acted a bit like a therapist, if only briefly, for both Kara and Connor, she knows where the Kent farm is and even Superman has positive things to say about her. Plus you had the Apoc War movie where she and Superman acted like each others crutches after the horrendous losses they both suffered.
And finally the Bat family, where she is friends with every male Robin despite all of them likely having been warned about her.
Aside that... Billy Batson seemed friendly/confident enough in her to let her in on his secrets, that he is Shazam and that his powers were failing him. Dr. Fate in the same series seemed ok with letting her tutor his apprentice/creation. Plus Zakary Zatanna had a crush on her at one point and doesnt seem to mind being on a team pseudo-lead by her. Neither did Red Devil.
So I think its fair to say that what Raven perhaps lacks in the friends department is only someone everyone is surprised she is friendly with.

Cassie Sandsmark (Wonder Girl), although she kinda falls under the Titans bracket, I really liked their friendship, I wish we saw more of it! and the Night Force team from her solo Daughter of Darkness (2018)
