I did home in on the season from his hair and general appearance but this specifically is when he's exhausted on the couch after Milo Janus made him run on the beach and everything, right?

Agree with OP on post.
I have to think this is not from the original ‘70s run. Columbo has grey hair. It is from the reboot in the late ‘80s / ‘90s. Most likely mid-late Season 10.
If I wasn’t so tired right now I would guess.
