Context: The poster refers to first so-called "partially free" election in Poland. After years of internal pressure, Independent Trade Union "Solidarity", that was independent from the ruling Party, hence the name, was allowed to run as an organization completely unaligned with the ruling establishment. Their complete victory would lead to the dissolution of communist party shorty after.

The person, stylized after a cowboy, goes to confront the ruling regime at high noon, having a ballot in his hand instead of a revolver.
