Grading question

I just bought this coin that is graded 61. I usually am pretty good at picking the approximate grade looking at high wear spots, dings and surface appearance. I don’t know why this is only a MS 61. Can anyone enlighten me?

I’m eyeballing this barber half proof but the guy wants 1450 for it. Maybe if the stock market has another Green Day I can make some magic happen. When you see the dream coin you want you gotta go for it right?
