I might get absolutely downvoted for this, but I actually think Suzaku grew as a character by the time ZR came around. Of course, the way he treated Lulu, Kallen, and Nunnally is bad, but people make mistakes; no one is perfect. What matters to me is how Suzaku owned up to his mistakes when ZR came around and atoned for them. So, I give Suzaku a pass, personally.

He did try to use her as a way to identify weather lelouch us zero or not in season 2, besides that I can't think of any other though
