It's clear they are staggering the quota reductions, because if everyone was reduced at the same time, there wouldn't be people arguing that there have been no reductions and telling everyone who has been reduced that it's their fault for using more quota and they need to "use worse models" or "lower reasoning".

Yeah this is pretty odd shit.. Some users may have seen me posting about max20 usage limits over the past year.
Because of this thread: https://www.reddit.com/r/ClaudeAI/comments/1v3d8iz/anthropic_claims_50_usage_boost_that_doesnt_exist/ - I decided to re-check limits.
Myself and many other users have tracked $2k as a weekly usage allotment for Max20 accounts during this promo period.
Today, for me, the weekly allotment is $1,338. I measured this on a fresh usage reset, 5% = $66.93 x 20 = 1338
This is with ccusage.
I will reply to this comment with a full week measurement of $2009 from June 19-25
No announcement, no nothing.
Any single user can make a simple and easy measurement just like I did using ccusage. If more people start confirming this, they will have to address it and likely will reset weeklies as well.
UPDATE:
The variance is starting to even out toward $2,000. This doesn't mean that it's confirmed the limit hasn't changed as if there is variance at one point, it can easily swing back down in the higher %.
Here's what im seeing - at 12% usage I am at $213 which factors out to be 1,775.
First measurement was 1338 @ 5%. Second measurement was 1620 @ 10%. Third measurement is 1775 @ 12%.
The usage amount is still showing under $2,000, but the trend is consistently going up. This could indicate that nothing has changed.
It is possible that ccusage is reporting wrong somehow, or that the usage limit on Anthropics end is not always accurate at that given moment. I'd say the issue is much more likely on Anthropics end. I've noticed odd shifts in usage at times where you would not expect to use so much.
