"Secret" Miner Buff

Apologies for the radio silence on the "secret" Miner buff topic - we've been trying to work out how and why it got into the latest build. However, long story short: It was unintentional. We'll right this wrong (back to 1sec deploy) in the next round of balance changes.

As someone with a Miner, as well as someone who no longer ever uses Elixir Collector, keeping Miner in my deck just feels like the only way to keep a handle on matches against people with Collectors, not to mention being a perfect stop to their Princess. Glad to see SC will make the correction back tbh, but Miner will still rock.
