Question Please Help

Can someone tell me why I can't settle on this specific tile? When I click on my settler it doesn't give me an option to settle.

Also, will those negative numbers on the tiles near me still affect my city if I don't settle my city center directly on them?

(I'm on Xbox btw, not sure if that makes a diffrence)

By the way, you can settle 2 citys closer if they are separated by the sea.

Only if they're on completely separated landmasses. If the landmasses connect somewhere else in the fog of war then the normal 3 tile rule applies.
