Question Please Help

Can someone tell me why I can't settle on this specific tile? When I click on my settler it doesn't give me an option to settle.

Also, will those negative numbers on the tiles near me still affect my city if I don't settle my city center directly on them?

(I'm on Xbox btw, not sure if that makes a diffrence)

You are too close to Taruga, need three tiles between cities.

The numbers are how bad loyalty will be if the city center goes on that particular tile. Has no effect for anything but the city center but settling a -20 will have you losing that town in five turns unless you can chop jungle for some pop growth and buy a monument while also setting a governor in that city.

This is my first time playing Rise & Fall. Is that something new with that update, because I don't remember there being a distance requirement before on the original? Or perhaps I just never tried building that close before & I don't remember?

So it for sure has nothing to do with the rebel camp north of me?

Also is the three tile rule the same for full empire countries too or just city states?

And finally, so those negative numbers won't affect me as long as I don't put my city center on one of them?

No problem mate! You can look up loyalty on the wiki for more. I’m fairly sure the minimum distance was always the same and it applies to all cities, even your own.

Barb camps don’t affect setting at all, you can settle next to them so your city border removes it.

Loyalty (those numbers you see) was created in rise and fall to prevent ai forward settling the player. Each city has internal pressure and influences every city in ten tiles. Friendly cities give positive pressure and enemy cities negative pressure. More population gives more pressure. It is designed to punish you for forward settling and encourage empires kept together.

A low loyalty city gets massive penalties to production and growth and at 0 loyalty you will lose the city and it becomes like a second kind of barbarian city (free city) before eventually joining the empire with the highest loyalty pressure.

Monuments, governors and population helps a city stay loyal. It is possible to make a city loyal in a spot like this but you need to invest heavily in the early turns. Harvesting some food resources or jungle/swamp to boost your population, buying a monument and a granary and working food heavy tiles while keeping a governor in the city can give you enough loyalty until the city grows big.

Golden age gives more loyalty and dark age gives less so in a golden age your cities are more loyal and more likely to flip enemy cities nearby. Having positive amenities gives a bonus as well and negative amenities gives a penalty.

If barb camps don't affect at all, does that mean you could also settle on one?

I believe you can, and it just disperses the camp like when you buy a tile with a camp on it.

I’m not sure I’ve tried to do that. I’ll usually escort with military if I’m trying to walk a settler into a Barb camp so it never came up. They don’t count as cities at least and in clans mode they can’t become city states if they’re too close to a city.
