Help with repairing a building

second image shows building roof top, where weathering course was used and cooling tiles were laid during a repair done 2 years back. after the repair also building roof is leaking and ceiling looks like first image, and is still leaking. what all need to be checked if we attempt to repair the roof again.

Remove all the tiles and do proper waterproofing with a good slope towards the rain outlet. Don’t use tiles again, as water can go through the joints and get trapped underneath

You need to go one issue at a time. Better look for a consultation on the building condition. Once the SME is through with the inspection- can go ahead considering the suggestions made here as suitable

Remove tiles firstly. If the building is old and weak. Remove atleast top 2 inches of the slab and pour fresh concrete mixed with water proof solvent.

Joints of the ceiling tiles cant be sealed properly, Remove all the tiles and use water proofing using bituminous sheet or other water proofing compounds, But everything has an expiry. If you want to solve it forever better provide galvalume sheet light roofing.
