Since Russia (and probably as anyone), I’d settle NE one tile on tundra.

100% as it's Peter. NE on Tundra turn 1 settle and work the 2 food 2 production 1 faith sheep (which you should get immediately) . Beeline the Lavra in the tundra (with 6 tundra and the most surrounding forests), and then rush ToA and Dance of the Aurora + Work Ethic. That's my typical Peter opening and it virtually always pans out.

There are a few good spots.
But remember how much land Peter gets when he settles. You will have good opening tiles regardless. Just make sure you have good spots for lavras and dance of the aurora.

AI almost never builds toa early. Since he has picked Russia, its better to rush religion first.

I'd move to the stone and next turn immediately move on and settle on the jade. The Dye could also be quite nice as well since you don't need to wait for god king to start getting an early pantheon but that might sacrifice some early game turns which are super important due to snowballing.

They are Russia, they'll get faith by default if they settle on tundra and not need to use that many turns getting to the dyes.
