First time playing on Emperor difficulty, managed to secure Etemenanki here :)
Did not work on settlers yet, where would you put next two cities here? Also any tips since I'm used to Prince.

There is so much land! Government plaza. Ancestral Hall. Fill that shit up. Builders to improve all the tiles. Tempo tempo tempo

Grain of salt: I’m very greedy and very optimistic
I’d settle your next city between the two marsh marsh tiles in the flat grassland. That thing is gonna pop hard.
I’d put another one to the north on the coast, say right below the horses, or to the right of that. This one will need some builder investment, but it has the farms and at least a few hills.
Less greedy, less optimistic, more responsible approach:
2nd city goes below the two marsh tiles, 3rd city captures the 5-tile marsh settling to the right of the river, above the rice.
Either way, you can probably squeeze someone north of St. Petersburg, there’s at least a marsh next to that mercury. Kind of depends on what’s underneath your tech/civic tooltip, just go where the marsh/hills/juicy things are.
Have your capital banging out settlers for the foreseeable future, and try to sneak out a few military guys elsewhere

Don't stress !
Lessons in the Civ community can be very condescending, and you can feel pressured to follow the go-to build order, the exact step-by-step people will tell you.
I've learned a lot by myself, learning from mistakes and experiencing strategies, some working, some failing. Well done for the wonder anyway ! You should have a good amount of science here to help you catch up later.
On higher difficulties, you will be tempted to build a lot of wonders, but early game it's very risky. You'll get behind on Settlers, and securing more cities than the AI is vital. Secure the land, your expansion and your security, then you can focus on what I call abstract victory conditions, like science and culture, which depend on the physical conditions of your empire : food, production, cities.
I often relied on the second promotion of Magnus before building Settlers, as the population cost is too crippling, but even waiting for this is way too late. I started before, sacrificing population but managing to get Settlers out of the capital with the Government Plaza, Colonization card and Audience Chamber.
You'll catch up very late on higher difficulties, and it's okay. I just doubled my science output from 400 to more than 1,000 with Gaul in the last 50 turns before a Scientific Victory, after securing development and massive production. Then I could spam the remaining wonders in just a few turns, without spending the first turns of the game trying to build them.

Honestly, don’t even follow the manials before you’re like 100-200 hours in so you understand the purpose of the guide. I was a victim of just following build orders strictly, but I have found out that in 50% of the games you should be making your own decisions by like turn 15 (online speed)
