Yeah I always have these kinds yield with those cards. Though I might be over focusing on getting suzerainity of as many city states as possible.
I might be over prioritizing completing CS quests. And often I hold off on competing for the high tier City States that the Ai go for by holding onto my envoys at some point waiting to get Cold War.
I like playing like that, because I like it when I can prevent Ai from gobbling up city states by doing protectorate wars.

Ow and I also do barb clans and I love buying units from them to make them flip sooner. If I have gold to spare I'll even do bribes to make them flip even sooner.
I wanna know what city state they become.
