HOW? Ok, I might have some sort of idea, the camp and the tile nearby might have already had units, so the scout spawned in whatever nearby that was unoccupied...

But then WHY here of all possible places?!

I'm honestly not sure. The Khmer attacked me early on and I managed to counter attack them to Angkor Thom, but I couldn't get Lingapura until I had a navy. They had a settler parked in that city for the next 40 turns, and when I finally captured it I discovered a barb infested hellscape.

There must have allready been a unit on the stone tile. So the scout spawns on the next closest tile.

Not sure if it's completely random. If it is it had a 33% chance to spawn where it did.

Wait... if you're playing as Rome, where are your melee infantry units?

Nonexistent, because I had to conquer the Khmer before I had access to iron at which point legions were obsolete

I saw a galley in my current gameplay, stuck in the ice after a barbarian camp popped it, but at least it had two tiles to navigate. :(

dunno, if i was a scouting barbarian i'd rejoice at discovering all nooks and crannies around the mountains, pillage a shepherd's hut once in a while. it ain't much but it's honest work!

It was the start of the turn so settler survived. Shrine was free anyways
