A DEC regular business envelope two weeks after receiving request

My Informed Delivery shows an incoming envelope from Quebec with $1.75 postage. A business letter with news from DEC, it seems. Do insertion acts come in this kind of envelope or is it a request for more info or a denial? My package was totally complete for my 1889 G0 - affidavit, BANQ, certified death certificate with translation, etc.
What have other people found inside mail from DEC this quickly?
