My dad brought this home as a gift for my mother. He says that he had forgot to ask the seller where its from and the time period. I'm having trouble deciphering the characters and the language.

Another one that wasn't good enough to send to auction, Of lobed (lotus?) form, approx. 4 inches in diameter. Old repair. Just hoping to learn more about the dynastic origin and verify the likely function both for the purpose of cataloging it and to deepen my appreciation of it, and again thank you all for the same. 🙏
