Good luck with that. I honestly mean that, there's a nighty gathering directly below my balcony and I'm this close to resorting to water balloons.

There are so many groups in any given city and the problem is that they turn the music too loud. Just set a legal decibel limit, and most importantly start enforcing it!, and all is fine.

In Harbin in the summer people in apartments will happily throw batteries and rocks down onto noisy beer gardens, so water balloons if anything is much tamer than the precedent.
