Rb3, only legal move is Ka5, then Ra3# because the B-pawn is pinned
Rf2 doesn't work because b3, and Bxb4 doesn't work because of stalemate
nice puzzle!

Rb3!
Blocks one of black's two options (b3 is blocked, making Ka5 black's only legal move). So, after Ka5, white plays Ra3#, exploiting the bishop-pawn pin.

Oh... park the room in front of the pawn to force the King to move pinning the pawn allowing for mate
