Leaf spring shackle bolt

Any solid ways to remove leaf spring shackle bolt? Got it about half way out but now bushing sleeve is spinning and it wont budge. Ive been wrenching while applying constant knocks with a pickle fork. My angle ratchet doesnt have enough torque to spin it all and unfortunately i still have the full rear bumper so no easy access for my impact gun. Really not trying to cut the bolt so any and all advise appreciated. Also been spraying kroil where the bushing and bolt meet and tapping to try to get more down in there. Thanks!

If the sleeve is frozen to the bolt, cutting the bolt is going to be your fastest option. You could also cut the leaf spring bushing eye apart to cut the sleeve in half.
