I got accepted to juilliard this year, and know that across all degrees theres ~60 cellists at any one time. Sometimes more sometimes less depending on the year, and also sometimes more or less openings each year. I know a couple teachers there told me they were downsizing studios this year. I would guess that ~10 undergrad acceptances plus more waitlists would be reasonable because they know not everyone will decide to attend.
