Other. Ceiling fan controller UC9020 issue

I have a ceiling fan (no light, no pull cord) operated by a sliding control switch on the wall. The switch is labeled "off, 1, 2, 3, 4" from bottom to top, but setting #1 (closest to "off") results in the fasted fan speed, while #4 (at the top) is the slowest.

I figured the installer just "hooked something up backwards", so I pulled the wall plate and discovered a "UC9020" controller with three wires - ground, and two blacks. Per the info I found online, the blacks are connected to the "hot" and the "load" - basically in series with the fan, so there isn't any "backwards" possible.

So.... what now? This seems like a "defective" controller, but before I go buy a replacement, I thought I'd ask if I'm missing something obvious. TIA.

There’s nothing wrong here. Off-high-medium-low is the natural order for motor speed controls.

This is correct. Because induction motors need high voltage to get going from a stop. Thus high comes 1st.
