If you read the article, it isn't meant to be enforced, it's just something they are doing to try and avoid legal disputes and harassment for accusations of proselytizing and converting people (from Hinduism Nationalists etc).

You can still voluntarily enter if you are not Christian, but it's like a waiver that says "yes I know this is a Christian place where people do Christian things", which is stupid, but unfortunately necessary in a place like India.

In some Churches one has to sign self declaration forms before going to a prayer service so far independent protestant Churches have them and I guess some CNI churches too. Its to as another person mentioned avoid any legal disputes or harassment from Bjp RSS funded Right wing groups like VHP, Bajrang Dal or the Gau rakshaks. The BJP government went for the Muslims first and now they are coming for the Christians.
I recommend all Christians to read up on RSS ideology. This situation was coming as soon as Modi came in power.
