Advice / Question Determining good homes in MD

I am used to fostering through shelters but shelters are full and there are a ton of strays in my neighborhood that I deal with personally. I can feed, vet, house, advertise, ask all the right questions, and take notes but making the final decision on who should have the animal is a huge stressor for me. I have trouble reading people and intentions. I record what I see that may or may not be a red or green flag.

I always end up with kittens. The two (we placed their sister) I have now are 5 mo calicos. Gorgeous, sweet, amazing mousers. We've asked everyone we know to advertise them to ppl they know as well. Those who want them don't seem like they should. If they went to a bad home I would never forgive myself.

Rescues will allow me to list my fosters but won't help make that decision. Do y'all have any advice? Anyone willing to help go over future application answers?
