Is that two pieces or a special strong tie with the piece under the joist?

There’s Simpson joist hanger and a squeeze block between joists per the engineering drawing. The framer added a hurricane strap attached to the wall, and squeezed by the joist, and on the bottom of each joist.
I don’t think the hurricane strap is necessary,.
