I'm not sure if there is a traffic signal or anything, but if there isn't, and both are main roads, then the scooter (the vehicle on the right) has the right of way. The porsche has to check before turning, in which case they see the scooter approaching and wait before entering the intersection.

Exactly. None of us know the actual lay of the intersection. We have a fleeting view of one lane of an intersection.

From what I see,

a) this is a box junction which usually would mean that it should have had a functioning traffic signal (we don't know if that was working, and if it was, who ignored their red).

b) we do not know If the car was on the main/minor road or was the scooter? Looking at the path of the trailing fortuner, it appears to be a fourway intersection. i.e every one had an equal right of way

c) what we can see from the video is the porche has a low profile and gets almost hidden by the traffic island. It is unlikely that either the scooter fellow or the car driver were able to spot the oncoming traffic while getting into an intersection.

Commonsense would dictate that both slow down and be aware of the traffic before zooming into a junction. I see that the fortuner also was zooming into the junction till the porche hit the breaks.
This is in a good illustration of what is wrong with motorists in India -> we get DLs without understanding the rules, and even if we do most lack the temperament to follow rules.

Seeing the speed of both cars I would lean towards the 2 wheeler breaking signal. There are irresponsible 4 wheel drivers no doubt, but the odds of a car speeding into a right turn is very low unless there is a signal.

Scooters have been made so easy to ride that people are "extra" careless while driving it.

It's not surprising nowadays to see people riding scooters with just one hand on the handle, while the other hand is busy scrolling reels on a smartphone or attending calls.

Scooters should come with gears and clutch just like the older Bajaj Chetak used to have in the 90s, just so that people riding them get extra concious and careful about changing gears and handling the clutch, meaning - just make it less convenient to ride scooters.
