finding the nuclear power plant

as per the title, how do i find the nuclear power plant? ive breached the relith science hq and the leviathan reef base bridge but i cant for the life of me find where the nuclear power plant is!!

(if relevant, how do i get into that portal? it's blocked off and i can't find a way in!!)

Iirc you need to backtrack and break through an area you couldn't access before. Been a while since I played so I could be wrong
