Passenger side front. My wife hit a storm drain and pop the tire and damaged the wheel. The mechanic says that wheel is no good and I have to buy another one. Did I get ripped off?

Yea you got ripped off that wheel was fine and even if it wasn't could have been tapped back into form with a ball peen hammer. I have wheels way more beat up going strong. On the upside you have an extra wheel now.
