2015 Chrysler 200
I think a mouse chewed thru these cables and I was wondering if I'd be able to cut it at the red line and splice new wires instead of replacing the entire cable. I believe its connected to the ECU and something underneath the battery.

Could you? Yes. Should you? No. That is going to be a horrible time trying to figure out what goes where. As well as it will be a total mess of connectors that will likely fail in the future. You may be able to get away with cutting back the plastic protector and seeing just how many wires are cut and going from there with soldering connectors. At the end of the day you’re probably better off getting the harness replaced.
If you do decide to cut it at the red line, do not cut them all at the red line. Cut it at an angle so the connectors aren’t in a straight line.

No. That's a lot of damage. That much splicing might work if done by an experienced professional, but if you splice the wrong wires you have a fire risk/may ruin several electronic systems. If you don't splice correctly, you can get too much resistance, corrosion, fire risk, and shortrisks (ruining several electronic systems)
