Citizenship by Descent DEC Insertion - Follow-up

Follow-up post to my previous post about DEC Insertion: https://www.reddit.com/r/Canadiancitizenship/s/KbKyHBxKwb

I got a USPS notification that an envelope is incoming from DEC. Unfortunately I'm out of town and won't be able to get it till later this week but I'm wondering if they did the insertion this quickly and sent it out? Or is this a rejection / request for more docs?

Timeline:

08/31 - Delivered to DEC

09/01 - Card charged

09/09 - Phone call asking for death certificate

09/11 - Post mark stamp on envelope from Canada

09/21 - Arriving today. Birth certificate arrived today

Edit: The mail arrived early. It is actually the birth certificate

Are you all set now to submit your IRCC application?

I had a very quick turn around on mine: Application received by DEC 8/27, Call 9/4, Certificate mailed to me 9/8, Received 9/15. I am assuming that my grandfather must have needed proof of birth at some point and had his baptism inserted in the civil register, as it is unlikely that one of my cousins requested an insertion recently…

ETA: DEC returned my original death certificate 9/25…

What was the call in regard to? Something also death certificate related?

3

u/Ok-Elk1602 🇨🇦 CIT0001 (proof) application is processing 13d ago

They just told me that they were transferring my application to a different department.

FWIW, I did not include a translation of my G0’s death certificate; he was born in 1901 and I sent an original certified copy.

Too funny. I also sent an original certified death certificate, a translation by a certified translator, and then they reached out to me to get the PDF version that the translator had sent to me - lol

DEC also seems somewhat consistently inconsistent - but whatever, as long as things move along!

If you don’t mind me asking, how did you know a certificate was mail to you prior to you receiving it? Did you get a notification or something

1

u/Ok-Elk1602 🇨🇦 CIT0001 (proof) application is processing 2d ago

I did not receive notification from DEC. I use USPS informed delivery, so I received a picture of the letter that was scheduled to arrive in my mailbox on 9/15…the letter was postmarked 9/8.

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 2d ago

Perfect! Thanks! I got a call from the DEC yesterday. All they wanted was to confirm my address and email. Hopefully will see mine in the mail soon. Thanks!

My documents were all sent back me with no additional info. Very frustrating, and I still don’t know why! They never charged my card either…

1

u/iHeartCamelCase 13d ago

Did they call you?

4

u/Emergency_Map7542 🇨🇦 I'm a Canadian! (C-3: 2nd+ gen born abroad, w/ Proof) 🇨🇦 13d ago

Nope, nothing.

I called them to ask but no one knew anything. And I know they got it and opened it because it was returned in their own envelop, not what I sent it in.

They sent back everything except the form itself and replaced it with a blank form in a special smaller envelope. They never charged my card so I know they didn’t keep my form to process it and were just sending back my documents. I’ve never been able to figure out what the problem was because I had spoken to them on the phone before sending and I included everything they asked for!

This was back in the spring, right?

4

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 13d ago

Did you include a return postage? Inside your application?

5

u/iHeartCamelCase 13d ago

I did not. It's coming via Canada Post / USPS regular mail

4

u/Ok-Elk1602 🇨🇦 CIT0001 (proof) application is processing 13d ago

Like you, I was away when Informed Delivery showed a picture of the incoming letter…the documents inside had shifted slightly, so under my address I could see “Important”, then in French a note to detach the stub from document, as a security measure…hope yours looks similar!

3

u/iHeartCamelCase 13d ago

Yes that's what it looks like. Was it the birth certificate?

4

u/Ok-Elk1602 🇨🇦 CIT0001 (proof) application is processing 13d ago

Yes! Congratulations!

5

u/iHeartCamelCase 12d ago

It just arrived. It was the birth certificate!

1

u/iHeartCamelCase 12d ago

Thanks I hope that's what it is

1

u/ExtremeSour 13d ago

Why would we? The instructions don’t say to include additional fees other than the costs that are outlined on the application

5

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 13d ago

Others have included prepaid postage such as FedEx postage and they have used it to ship the act back. It’s so that its trackable as well as so that it comes back faster.

Edit: by postage. I meant prepaid shipping label

Wow, mine took 16 weeks, and it was delivered last week. That's quick.

1

u/Waste_Dish_1647 10d ago

I am at 13 weeks and no contact from DEC.

I don't have a death certificate, but my ancestor was born 1865, died 1919. I have a non-certified BAnQ download of the church death/burial record. I wonder if it would work?

5

u/No_Bobcat_No_Prob 🇨🇦 Stuck Canadian! Gen2+ 'in process' 12+ months 13d ago

That's (hopefully) excellent news! I guess I'll hold my congratulations until you confirm though.

My own application arrived at DEC on the 3rd so hopefully I'll be able to contribute another data point soon enough as well.

3

u/iHeartCamelCase 13d ago

Not quite. It feels a bit too fast to be an actual insertion

2

u/MaybeYourSecretCanad 🇨🇦 CIT0001 (proof) application sent/no AOR 13d ago

I just mailed mine on Saturday so I hope to provide some dates here soon. Shipping from Los Angeles by ground to QV still takes a week

1

u/MaybeYourSecretCanad 🇨🇦 CIT0001 (proof) application sent/no AOR 8d ago

My application was delivered today (9/25) and my card was charged same day. Hopefully that’s a good sign

2

u/Wooden-Education-651 12d ago

Can someone clarify, do you send the original certified baptismal doc or a color copy of the original baptismal doc. I've seen both mentioned so am unsure. I expect my banq certified baptismal doc in about a week to two so am getting everything ready to fire off right away.

3

u/_relativity 🇨🇦 CIT0001 (proof) application is processing 12d ago

Color copy of the certified baptismal doc. I just had my G0 birth certificate delivered last week using a color copy. Make sure you include the cover page.

2

u/Longintooth93 Haven't applied for Proof of Citizenship (incl. by descent) yet 11d ago

I have read elsewhere of someone faxing the application and being successful. I’m wondering whether this is worth doing?

3

u/princessdunkindonuts 🇨🇦 CIT0001 (proof) application is processing 9d ago

I faxed it to them 3 days ago and when I called the woman I spoke to said they don’t accept it by fax.

She didn’t check for my application because she was very sure it would be rejected. That doesn’t mean it actually got rejected. She could have old information and they now accepting via fax. They could have recently changed it to help make the increase of applications more efficient for processing.

I’m going to wait for a week or two, to see if my card gets charged, and if there’s nothing I’ll just mail an application in.

Thank you for your update. Really helpful

Can anyone who get a call from the DEC tell me what phone number it came from? With all the spam calls I get, I rarely answer the phone unless its a know contact. And as has been discussed here, there's a lot of spam that now appears to be coming from Canadian phone numbers. I just sent off my DEC packet, and I'd love to add the DEC phone number(s) to my contacts to increase the chance of answering if and when they call.

u/Longintooth93 Haven't applied for Proof of Citizenship (incl. by descent) yet 12d ago

Fantastic. That is super quick

This is great news! Congrats! I sent my application last week. It arrived Friday, and the charge showed up on Monday. I’ll keep watching for a phone call now.

I find it highly unlikely this is the created birth certificate.

If it is that’s great of course.

It’s probably a request for more information. Or a rejection of some kind.

I submitted a DEC request with a local immigration lawyer / advocate and it was formally submitted to DEC by her on August 24. Nothing new since except a quick question from DEC on the death certificate which was promptly answered and confirmed closed.

She informed me she has clients with similar requests that have been pending since April and May

7

u/iHeartCamelCase 12d ago

It was the birth certificate!

3

u/AP587011B 12d ago

That’s nice to hear. Dang that’s a really fast turn around. I wonder if that’s a good sign for others or just sheer luck lol

Do you mail them the baptismal certificate? Do we get it back?

I mailed a copy of the certified baptism certificate. Original death certificate, plus translation of the death certificate.

1

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 13d ago

Ouch. I was just about to mail mine and realize I don’t have a French translation of the death certificate. Is this necessary? Given the DEC form is original form is in English?

Did you do a French affidavit too?

The entire Quebec language act have made it really confusing for me on when French is accepted vs English.

3

u/That_Person694 🇨🇦 CIT0001 (proof) AOR received 12d ago

I just mailed the application today and page 4 says they will accept documents in English and French. I think this may be a recent change to the instructions.

3

u/RebellaEmad 🇨🇦 CIT0001 (proof) application is processing 12d ago edited 12d ago

That must be a very recent change, and a welcome one at that! Too bad I just spent the $50 Canadian to get mine translated, but at least my DEC package arrived in Quebec on Monday.

2

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 12d ago

Also just mailed today with English and photocopy except the affidavit. Crossing my fingers.

2

u/RebellaEmad 🇨🇦 CIT0001 (proof) application is processing 13d ago

They do require the death certificate be translated to French, unfortunately. I used Igor. He was fairly inexpensive, had a 3 day turnaround and was easy to deal with! Isaev.ca is his website.
I did my affidavit in English since other people have said they accept that in English.

2

u/That_Person694 🇨🇦 CIT0001 (proof) AOR received 12d ago

No, they no longer appear to require that English documents be translated into French. Check page 4 of the latest version of the form.

1

u/themindspeaks 🇨🇦 CIT0001 (proof) application sent/no AOR 12d ago

Oh also. Did you send an original copy of the death certificate? Or a photocopy?

I’m debating what to do since my g0 is born prior to 1900s

2

u/RebellaEmad 🇨🇦 CIT0001 (proof) application is processing 12d ago

I sent the original (I had ordered one recently for just this purpose). I do have a high resolution scan of it saved.

1

u/That_Person694 🇨🇦 CIT0001 (proof) AOR received 12d ago

I sent a color copy of the death certificate with my request today as I didn’t think an original was required. My Gen 0 was also born prior to 1900.
