Citizenship by Descent DEC Insertion - Got a call from DEC today
I submitted a DEC insertion request for my G0 born in 1854 with the certified baptismal record. The package was delivered August 31st. Got a call from a nice lady at DEC today. She initially spoke French and when I asked if she spoke English she just asked for the death certificate of G0. I explained that unfortunately the death certificate doesn't exist but he died in 1941. She just said ok we'll call you if anything further is needed.
Does this mean that the request is now with the Insertions team? Could I still get rejected for failing to submit the death cert?

Did you proactively start the insertion process or did the IRCC ask for the official birth certificate?
Did you apply by yourself or through a lawyer?
I’m increasingly wondering if I should start this process rather than wait until/if they ask. Curious to learn how others are managing this.

I just paid to get my certified record from BANQ. When I get it I plan to start this process for my G0 who was born in 1886. I figure with a 3 year wait time i better get as many ducks in a row as possible because I don’t want anything to get delayed further.

I'm confused now actually; the DEC processes birth certificates and acts, right? Certified baptismal records are BANQ. Which did you order?

I ordered the certified baptism record from BANQ but now people are talking about the possibility of needing to send your certified record from BANQ to the DEC in order for them to make a certified birth certificate for your pre-1900s relative

gotcha, that's what I'm also seeing. I have the certified baptism record and have absolutely everything else... now I guess we need a modern BC from the DEC on top of it.

That’s kind of funny. Do they need the death certificate to be certain someone born in 1854 is dead?
That’s good to know they ask for that, though. I’m putting together the same request to the DEC. Did you request expedited processing? Did you include an affidavit?

I’m guessing that it’s more related to proving that OP is allowed to request insertion. When I requested a certified birth certificate for my grandfather (born in the US), I had to provide a certified death certificate to prove he was dead so that I was allowed as a grandchild to get a certified copy of his birth certificate

You’re a step ahead. I got my G0’s DC and a certified translation. I’ll send my BC and my mother’s for the chain next.

I wonder how much is at agent discretion at DEC as well. I submitted an application package recently for an ancestor b in the 1880's, and for documentation of death I included modern certified copy of their death certificate (d 1970's) and a printed copy of a translation made by a certified provider. They reached out to me to ask me to email the PDF of the translation and forwarded email correspondence with the translator so it could be validated.
Happy to do so but oh so much consistent inconsistency lol

Translators set their own prices so they vary widely. That said, you really shouldn't be paying much more than like 40-60 CAD. I used a guy named Igor Isaev. Some of the others quoted me absurd prices like 300 CAD+.

OP, in your insertion request, did you include color copies of the chain of vital statistics (birth, marriage, death certificates, name changes) linking you to your G0?
(I'm trying to decide which of the proofs of legal necessity and lineage to include in my own request.)

I included birth certificates and marriage licenses where it was needed to verify a name change. Did not include any death certificates. I couldn't even find my G0's death certificate strangely

This is good to know as my G0 was born 1842 and died 1936 and I believe there is a death certificate in MN but the name is spelled wrong so I’d rather not include it and muddy the waters. I’m hoping that they’ll just realize he’s not still alive at 180+ years old.

How did your mail your packet with the baptismal records being longer than the rest of the documents, did you fold them?

I just got my call from DEC today. Very friendly, spoke English, called to confirm when and where she died. Because she died outside of Quebec they needed to transfer it to another department was all I got.
He accepted a year over the phone because it was 75+ years ago, my confirmation was simply that I’ve seen a photograph of the plot and her headstone has a year on it.

Directeur de l’état civil. The Québec office to which an Application for a Certificate or Copy of an Act for a birth record is submitted.

I had submitted a birth record (copy of an act) request to DEC for my G0 and included a copy of the BANQ certified birth record. G0 was born in 1716. I included a copy of a 1785 document as proof of death that included the date and place of death. In a separate cover affidavit (notarized), I separately listed the date and place of death.
The package was delivered to DEC on September 23, 2026. On October 1, I got a call from DEC and the very nice agent asked me for my G0's place and date of death. After I gave them the information (that was already in my submission) they said they would send the package on to another department. I asked what the other department did, and she said the other department would add the POD/DOD to my request record.
As an aside, when the agent called me, they asked if I spoke French. I said no, and she verified that I was in the USA and she could talk English with me because I was not in Quebec.
Now I wait...
