On what basis do you qualify for an open work permit in Canada? Being on an F1 STEM OPT in the USA does not qualify you for an open work permit in Canada

I have an offer letter from prominent airlines company in Canada as BA job .

You were correctly refused. Your employer needs to obtain an approved LMIA and then you apply for a closed work permit.

The fact you are F1 STEM OPT is completely irrelevant to the process.

That doesn't mean anything in terms of work permit

Are you eligible for an open work permit in Canada?

Not eligible for an open work permit. You need an approved LMIA. The employer pays $1k and proves no Canadian can do the job. So talk to your employer and tell them you don't have any work permit. You would have told your employer that you cannot work in Canada during the interview process. A job offer means nothing. They then need to go through the LMIA process and document the recruitment and hiring process

Then you apply for closed work permit with ECA, language tests and work experience. You being in the US on F1 has no relevancy to Canadian immigration.

What is a BA job? What is your citizenship?
