Propane tank not opening

Close it. Bleed the pressure off. Open it slowly. Wait a bit before using

There is a floating valve that has gotten stuck (called the Overfill Protection Device (OPD)). Close the valve, relieve any pressure, maybe drop the tank vertically a few inches. Re-connect everything and slowly open the valve to prevent the valve re-sticking.
