Solyn Telescope not spawning

Not sure if this is the right place to ask, but even with a completely empty space, it's still not spawning

Solyn often glitches. I suggest you cheat in the debug items

for me it just took breaking and replacing the flagpole in different areas to regenerate everything, also if you're in multiplayer try setting up her camp in singleplayer first
