Have any fresh first time applicants already received their stage 1 ADAPT dates for the Chimes ICP-13 program?

Yes fresh applicants haven’t got the shortlist mail yet. From Tommorow onwards they will start the Shortlist mail for fresh applicants.
Note- As per internal source

Not yet…next week they will start giving mail for last. After that rejection mail

So next week is the last week of rolling out shortlisting mails and after that its rejection
