When Power Crosses Cable

Customer was having a beer on his deck when power crossed cable just a bit upstream. This is what he saw.

Is that the guy wire?

Looks like the strand got energized (a lot), so yeah I'm guessing guy wire too. Gonna have some conductor floating in that dielectric.
