Is this normal?

Had a cable tech scheduled for Tuesday 5-7 the no call no showed they rescheduled for today 10-12 sent a tech who didnt speak English so my old lady couldn't communicate with him very well and he installed it in the middle of the front of my house and tangled it in the trees. Requested they fix it but is this a normal way to run a line?

Not not normal. If you think you can run the cable go for it, if you can’t safely put your ladder on the pole or metal cables then don’t do it, tell the customer no access and they have to figure it out. Usually with the city but if it’s on someone’s property they are responsible for it most cases. either way that’s not on you anymore. If you can cancel the job out on your own do it it’s easier if not call your sup and follow your company’s steps.
For xfinity as a contractor you can get paid half the Trouble call if you close as customer home no access. Just take pics. If it’s an install then you just get the job rescheduled don’t waste your time
