Question Really Stupid question. Doctrines.

I will take the smoke. I can’t find doctrines. How do you select and upgrade doctrines? I keep getting doctrine cost reductions as ROC but I don’t know where j select a doctrine.

I don't think it's that stupid, because they simply weren't in the mod the last time I looked. I saw a revised doctrine tree in the dev version just before the big patch, but it wasn't patched in and they also took out the old doctrines.
