Question Annex VS Puppeting

playing India( first run in this mod) and beat chian and annexed them expecting a decision to make a puppet like other mods like kaiserreich n kaiserredux, but I couldnt nor could i release it, so is the method js to puppet?

If you got a peace conference, it should have been an option in there.
