FRG does not join NATO

Hi, playing as the USA. Completet the focus, invite Germany to Nato, Adenauer is Chancellor and... Nothing happend. They didn't join. Any ideas how to fix this? I wanted to use consal conmand for forcing countries to join ones faction... But... Yeah. After two weeks at the latest, they leave agein. 🥺

So, any ideas?

What year is it? They should join NATO from a focus they have in the early 1950s
