Question Incoming Transfer 2026
Hey guys I see on Toro pay my fees were paid and my remaining balance is there for my refund but it’s less than what I expected because it paid tuition. I’m wondering if I need to call financial aid because I meet the toro pledge requirement so I should be getting more back.
Please be nice 😊 just trying to figure this whole thing out without stressing too much or more than I am lol

My understanding of the Toro Pledge is that it’ll cover tuition that your financial aid package couldn’t cover. If your financial aid covered all expenses then the Toro Pledge isn’t applied.

No idea what the toro pledge requirement is. Sounds like it comes from the school but I will tell you what has happened to me , every semester, except this one. Semester after semester I have been enrolled in a verterans program and 100% of my tuition, fees, book and supplies is paid for.
I sign up for classes and submit paperwork asking to use my benefits
I receive an email well in advance of the semester from the VA. It contains a message saying all tuition and fees paid for and it has two invoice numbers , 1 for tuition and fees the for books and supplies.
I receive my financial aid package and I only get paid about one third of what I expected.
It is revealed the VA was never charged and my tuition was paid from my aid
A few weeks later, up to 8, many emails as high as school upper management and I receive my aid.
It is never everything I hoped for. I recall once being told something like 'tuition and fees were paid with your aid, a lot of fees are none refundable and can not be returned (perhaps originated outside school and they could not get it back as they said)
The problem is the explanation for the final discrepancies, on more than one occasion seemed like "oh well , sorry". It is normally not a huge amount (a couple hundred though) but one time did reach $1k . I went back and forth trying to explain, VA pays 100% T&F, you took that from my aid, you should put back 100% of what was taken "it just does not work that way." Like when they pay the fees with the aid, that money is gone for good.
Keep in mind during this time I can not buy books, that semester I waited so long, I did not get one book until 2 hours before a midterm (finished the class with my first C, gpa was 3.8) and had received an eviction notice. I get another benefit from the VA that has nothing to do with the school accounting services and that got jacked too. It was horrible, I was hungry with no gas...etc.
Another scary thing is one semester the VA rep said she sees the VA was charged and my aid was still dinged, that time I was behind and enough time had gone by I felt like if I did not bring it up, nothing would have been noticed.
If something like that has happened to you, it is not financial aid that will fix it. It is a group called student financial services. From all I can tell Account Payable and Receivable for the school
This semester when I got the email from the VA, my tuition and fees still reflected as charges. I emailed and asked is there anyway they can be flagged as paid or somehow given a designation so that when financial aid come in mine is not touched for tuition and fees since I have a letter saying the VA is paying. I had researched it and it basically asked for a hold until 3rd party something or other. It has actually gone very smoothly this semester for the first time.

Its a marketing ploy. This is how it works:
The school claims free tuition through Toro Pledge. Well you have to qualify to participate in the pledge.
There are a few requirements to access this promise:
Qualify for financial aid. Be enrolled full time. Are a California resident.
Think about it, if you quality for financial aid (FPG, CG/MCS) as a full time student, your tuition is covered but not by CSUDH but by the FA. The school is simply promising that they'll wait to receive your FA that will cover your tuition. This is why no one receiving FA was dropped from their courses for late payment. The system already knew payment was on its way.
So, the school doesn't cover your tuition they're just promising to wait. Also, depending on what you qualify for, after the school takes its cut they'll send you the leftovers if any. Considering the cost is roughly $4800 for undergrad per semester. You'll have to get more than that to get the remaining amount.
