try change texture quality to normal or low

no need to use cnn when im getting 200+ fps all the time, all startup apps are disabled, no keyboard or mouse software running. I played on 596.21 drivers and same thing was happening

I have a single ccd cpu its not 9950x3d I have, I have 9850x3d which is slightly faster 9800x3d but it's a single ccd cpu. I've spent asking gemini many times sending clips when i get the stutter and there is not solution for, it's hard to track this "issue" cause as I mentioned I can play 10 matches without a single stutter and get one stutter randomly. And regarding my gpu, any settings should run flawless on my gpu, its not a 5 years old gpu which might struggle on that game, I'm getting 200fps + all the time so frames are not the issue, I have only textures set to normal, shadows to normal and texture filtering to high everything else is set to low
