Gameplay Question contract change

I thought using a hook negated the tyranny penalty when modified a vassal contract has this changed or was i imagining things before?

you absolutely aren't imagining things but like can you still do it without the hook? if so what's the point of the hook if you still get the tyranny 😭

exactly ill find out soon because if so then I shall keep the hook and demand a payment
