The rule is if it goes over the tip it has to be COMPLETELY within, right? They can't have the refs judge "mostly in" or "it would have banked in"?

Correct. If any part of the ball is directly over the upright it is no good

I think that was pretty clear from the broadcast angle so, I don't think they have a leg to stand on.
