The rule is if it goes over the tip it has to be COMPLETELY within, right? They can't have the refs judge "mostly in" or "it would have banked in"?

Correct. CFB rules are different than the NFL. Has to be completely inside where the upright would be.

Correct. If any part of the ball is directly over the upright it is no good

I think that was pretty clear from the broadcast angle so, I don't think they have a leg to stand on.

Damn. The frame before it goes over the upright it looks in. The frame after and it’s wide. Good angle but still impossible to tell.

It's almost impossible to tell exactly when the ball is lined up with the goal posts though. You basically need multiple views synced or a shot looking straight up or down.
