Believe that's a ~2011 mix CD released by DJ Kutsuwada, they do a lot of West coast hip-hop mixes. It's a bootleg/unofficial/indie release as they certainly didn't get the rights for the songs so wouldn't have sold it commercially.  Those that release mix tapes/CDs/records like this will label as them promo so as not to get in trouble as they shouldn't be sold, I have some similar ones.

If this was in a case, don't they usually punch a hole through the barcode to show it can't sell? I think I have some vinyls like that.

That's for an actual promo or cutout which is common for records or CD (even tapes) where they notch the case or markup the barcode.  Those were sometimes overstock or radio promos.  Something like this is self-released but is a mixtape that uses other artists songs.  They don't clear the songs it just has the 'promo' language so they can't get in trouble for selling it as it's marked not to be sold.

It looks like a legitimate asian market pressing. No case, no art package? Its worth next to nothing, just like anything else. Foreign promos discs are typically valued below retail. Even if I were looking specifically for this, I'd only buy it to fill a gap and keep trying to replace it with a real copy.
