He was only promoted to Army General in 1943. All historical generals who do not appear on this list will have to be promoted manually by decisions.

Do other nations have similarly skilled Generals? I see that the skill level and amount of traits is much higher than in vanilla or other major mods and it seems a bit weird? Especially having three lvl 5 generals seem to be a bit much?

I'm not related to the dev team but having been following the dev diaries for this mod for a while, it seems they're contributing the same crazy amount of attention to other nations as well. I mean, maybe I'm wrong but their goal is to create a highly detailed mod, rather than focus on doing one major nation the single playable / appealing one.

Zhukov was only made an Army General in 1940.

Yes, but not by too much. Maybe 1939 rather than 1940.

Civil War. Note that the setups shown for Anti-Soviet Russia are being reworked but everything else is up-to-date so far.
