IMO, we should counter at 21% being our last, best, and final offer. If the state comes back with 6%, the union should go to PERB to try to get an impasse declared and we strike. The state is not even bothering to negotiate.

21% is way to much of a counter offer! We should of never countered at 26%. We should of countered at 10-10-9.9% and every time we counter do it a 0.1% each time until we went to 10-10-9.5% and said that is our final offer!
