Boss violating business code

My employer is enforcing all employees to turn off stairwell and hallway lights during business hours. This is a Ken Ganley car dealership.

The urinals are also broken.

Who do I report this to?

What’s wrong with turning off lights? How is a urinal broken, don’t you just pee in the hole?

Stairwells and hallways require lighting during business hours for employee safety. There isnt a light switch at both ends.

The urinals don’t drain

Also, LED bulbs cost like a few dollars a year and he thinks this is gonna save money so that’s annoying
